CPU Frequency Scaling Governor on Laptop - How ?

It's against Ubuntu policy to have setuid binaries by default, but a
dpkg-reconfigure gnome-applets can enable it.

I do not like both situations, so I created a package that implements my
idea specified at that report. You can use this if you want.
