CPU Frequency Scaling Governor on Laptop - How ?

Thank you VERY MUCH for the chmod tweak. I have been playing with
cpudyn/cpufreqd and have gotten some pretty weird results: my CPU is a
P4-M 2.20 GHz, which has a 100MHz FSB clock and 12x/22x multiplier and
I was getting an idling speed of 1450MHz where it should have been 1200
MHz. 



This works just as I need it to- scaling works when I need it to,
disable it and set to top speed when it needs to do that too. How about
making this a sticky?
