No, g-v-m provides notification for hotpluggable devices. The actual
manipulation of ~/.asoundrc [or ~/.asoundrc.asoundconf in Dapper] is
handled by alsa-utils's set-default-soundcard(1) [or asoundconf(1) in
Dapper] script, which is hooked into via System> Preferences> Sound.

It certainly will be nice if KDE uses Martin's additions to alsa-
utils, yes.
