CPU frequency

Hey;
This is my last option. I already tried the forums and IRC chat. I have and 
AMD 64 3000+ clock speed 1800Mhz. I just realized that my frquency change 
from 1800 to 1000 Mhz. How can i make it go back to 1800Mhz. To be more 
precise  Kinfo center tells me that my frequency is 1004.649. does this mean 
that my CPU s runnig at 1000 clock speed?
