This is controlled by AMD's PowerNow(tm) feature.  There is no harm in
your CPU running at 1000mhz.  It will be adjusted to 1800mhz when
necessary.

You can use the CPU Frequency applet in a panel to monitor when it is
being used at full speed.

Personally, I like this feature a lot.  It keeps my CPU cooler -
keeping my fan quieter most of the time, uses less power, and has no
negative affects on performance.
