Perhaps what is needed is a range of meta-packages, selectable at install time:

 - server-cli
 - server-desktop
 - desktop (basic)
 - desktop + office
 - desktop + multimedia
 - desktop-lite (Xubuntu)

etc., also showing the diskspace and RAM required/recommended for each?
