Ubuntu and networking

Yesterday there was a bug introduced in dapper whereby the computer 
reconfigures my NIC from the configuration in /etc/network/interfaces 
with some arbitrarily fabricated IP address. Before I report a bug, it 
took me ages to figure out how on earth to stop the address from 
changing (so I could get online).

Is there anywhere I can find a description of which service controls 
dhclient and where its configuration is so I can make it agree with 
/etc/network/interfaces?

Is there also a rationale for this being done in two places?
