I'm not certain what talk you're referring to, but yes,
it is common to isolate /home as its own partition.  The
advantage is that you can wipe out the contents of the
other partitions and start from scratch, reinstalling
Ubuntu (or for that matter other distributions or even
other OS's that understand ext3 filesystems) and not
lose your personal data.  Of course, you'll still run
into issues with your personal configuration choices
if you go too far outside the box.  For example, if
you end up using a release, distribution or OS that
has a very different version of your windows management
system, you may find that the configuration you kept
makes a mess of things.  Still, IMHO, a separate /home
partition's generally a GOOD thing.
