MIssing manual pages

Hi,

   For a project I was looking at random number generation. man rand didn't
turn up anything.

  On my debian systems, the manual page for rand is part of manpages-dev,
but I can't find this package in Ubuntu..

 Anybody have any idea where I might find the missing manual pages ? (I.e.
for standard C Library functions)
