Many distros have problems with upgrading. I personally almost never
upgrade and prefer fresh install every time. I keep my home directory on
a separate partition so it isn't affected by the upgrade. Merging my
settings from the old version to the new one is usually a matter of one
evening (at most).
Plus the added bonus of having the old system still around on its
partition for the case the new one doesn't work.
