Are there softmodem solutions supported in any ubuntu repository?

But why should you have to go out and buy an external modem to work with
Ubuntu?

I can buy a complete useable computer with a built in modem from any
used computer dealer for $40-100. Why on earth should anyone have to go
out and by a serial modem to connect?

Here's an example: I have 5 desktop computers and 3 laptops within reach
-  *all* have modems; *all* of those modems work just fine with Windows
(2 are hardware PCI cards). *None* - I'll repeat *none*, work with Ubuntu.
