I've seen that a couple times too and find it very helpful as well.

The times I see it is when the system gets turned off without
unmounting the disks and fsck can't get through on its own.  Perhaps
you're booting into recovery mode for some reason.  Press
[Shift]+[PgUp] and you might see other error messages that are more
helpful, or just press [Ctrl]+D to exit from the single user
interface.
