Oh, I hadn't even seen that you already wrote that. I just was eager to
spread the knowledge that I had learned just recently myself. I always
had assumed it just worked with vi, but got corrected on the list a few
weeks or months ago :)

And you were not really wrong, since VISUAL is not set in Ubuntu by
default. The manpage says:

ENVIRONMENT
The following environment variables are used only if visudo was
configured with the --with-env-editor option:

       VISUAL          Invoked by visudo as the editor to use

       EDITOR          Used by visudo if VISUAL is not set
