Indicator applet - add-indicator-applet.py

Is it just me or is it odd that /usr/share/add-indicator-applet.py ships with gnome-panel and not the actual applet? Once the applet is removed the script stays and thus the startup function remains for no reason.

Is this a potential bug / issue or am I not seeing something?
