Double check the obvious:  cd boots before hard drive, actually burned 
the iso file and not just copied a single iso file.  Your cd content 
should look something like this:

autorun.inf  casper-rw  install      md5sum.txt  pool     
README.diskdefines  syslinux.cfg
casper       dists      ldlinux.sys  pics        preseed  
syslinux            wubi.exe

If by chance you did burn the single iso file then try this burner which 
is usable on Windows:
   
    http://infrarecorder.org/

Also, you could try Wubi.  I have loaded Ubuntu on windows, via a 
virtual machine, and this process was simple.

As a last resort, or first ;-), you could order a cd from:

    https://shipit.ubuntu.com/
