There seems to be several ways you can go.

1- Like Wade, acquire an install cd by either purchase or request one from
    https://shipit.ubuntu.com/

2- Attempt to burn another .iso (diagnostic) to test the hardware.  
There are several available and this site list's several:
    http://www.livecdlist.com/

3- Take your system to a PC shop and have them diagnose the hardware 
(sometimes worth the $30-$40 US) your system seems worth trying to 
salvage but should not be giving you this much trouble.

As Avi pointed out, trying 8.04 may prove fruitful.
