ssh can not login

i have not installed any firewall yet.
and more i can ssh in use another computer which installed fedora.

i have tried ssh login from the ssh server itself , and login success.
tried to login from ips like 127.49.*.*, from ubuntu , can not  login,
                                                          from a
windows use software like putty, can not login
tried to login from ips like 202.115.*.*, from fedara, login success.

and all these machine can ping each other success.
