Are all the machines using the same workgroup (mshome)? If not, you
might want to ensure that they are. Doen't really matter what the
workgroup name is, just try to ensure they are all the same. Samba
should be able to detect and connect to other workgroups with linux, but
I've found that Win sometimes has problems doing the same.

Let's concentrate on WinXP as Win98 is in a box deep in the garage. This
sounds as if the Ubuntu box isn't broadcasting it's network share. Can
you try a few commands on the U box to check? Open a terminal & please
provide the ouput of:
$ smbclient -L //127.0.0.1
$ findsmb
$ apt-cache policy samba
On the WinXP machine, what do you show for the workgroup when checking
via the Control Panel|Computer Name? Is it 'WORKGROUP' or is it 'MSHOME'?

Can't help you with Win98... Win2K OK, WinXP or Win7 OK.
