There is no Ubuntu Netbook Edition, not since Lucid anyway.  There is
Ubuntu and Ubuntu Server and that's it.

You haven't mentioned anything about the hardware in your system.
Specifically, the video card.  What video card do you have?  Have you
tried running the proprietary drivers for it?  Is it just that old?
How much Video RAM?

you keep mentioning netbook... is this on a netbook? What kind?

There's a lot of info you have not provided yet, and any suggestions
for you are just guesses at this point.
