"Startup Required" no longer appears after Kernel upgrade

Hi,

I am running Ubuntu 12.04. The "Cog" at the top used to turn red after
updating the Kernel, asking to reboot. I noticed that all of the sudden it
stopped showing up. I just restart the machine after upgrading the Kernel...

Is it no longer required to reboot after a kernel upgrade?

Why does the Kernel get so many upgrades?
