For starters you are an argument short, you did not tell it what to chown.

If you want to chown the whole /home/pete tree, you will need to sudo just 
in case a root file snuck in:
sudo chown -R pete:pete /home/pete
or, if you are cd'd to /home/pete, you can use a dot as the last argument.
