login-session-start not works anymore?

I have used some Google-fu.

"/etc/init" says that it is an upstart conf file.
Also page says
"Ubuntu 15.04 (using Systemd by default):
Systemd runs with PID 1 as /sbin/init.
Upstart runs with PID 1 as /sbin/upstart."
Am I understand right that upstart is no longer used? (Or not be used in
future...)
Am I understand right that I should move from upstart to systemd to start
what I need?
Please help.
