Yes, that is correct.

Debian has moved from upstart to systemd. Ubuntu 15.04 is the 1st
release to come with systemd instead.

I cannot speak for all systems, but when I upgraded, my machine was
automatically moved to systemd.

It happens automatically during upgrade. There is an option in the
grub menu to boot with upstart instead.
