Login loop on 18.04

OK something is hinky.
I have set
sudo dpkg-reconfigure lightdm

I switched it back and forth between Lightdm and GDM3. Left it on LightDM.

Now, finally XFCE starts, but I have no root access desktop apps.  I do 
have root access from terminal.
