setting up a l2tp over ipsec client

Sorry to repost this, but I have not had any replies that pointed to
working documentation as to how to do this, nor an answer as to which of the
2 portions of this is the "master", and fires up the other.

I have managed to get IPSec up, and l2tp up, but I am unable to merge the 2
functionalities.

Any advice would be greatly appreciated. The docs I have found seem to be
old, and this appears to have changed over time.
