Anyone knows how to get streamlink 1.5 installed on Ubuntu 18.04 LTS?

Unfortunately not, the rewind does not work ...
It used to work this way:

streamlink --hls-live-restart -o filename.ts <url>

If one started this when the stream was say 15 min into the video the
end result would be a ts file containing video *from the start*.
This was the reason I got interested in streamlink since it was a way
to get to save the video from the beginning.

But this new version still has not figured out how to honor the switch
--hls-live-restart

Anyway, I learned how I can use pip to update my installation once a
still newer version comes out.
