login always returns to login

clicking on the cog does not provide any selection but only switches to the part
where you have to add your password.
Entering the password the switches back to the list of users.
When I select to restart from the power down seletion I get a warning, that
there is a user logged in.
In the mean time I installed the Focal Fossa beta, which shows exactly the same
behavior.
