Not without booting it, no.

Unfortunately modern Debian and Ubuntu no longer support the very
useful concept of runlevels. You might be able to start in single-user
mode (Google how) and then tell systemd to enter multiuser mode. More

Not necessarily.

What graphics chip/card does the machine have? Are you using an
additional driver? Did it ever work? Have you updated? You have given
us _very_ little information to go on.
