Just for clarity: these are pure server instances? No GUI?
All hosted on VMware? Have you tested on any other hypervisor? Are you
using the guest additions?
(I have seen one memory-inflation particular bug that only affected a
specific release of SUSE on VMware, not on any other hypervisor, and
no other distro was reported to be affected.)
Any particular reason that you skipped 18.04?
If they were desktops, I would say this was a sad example of typical
desktop OS bloat in recent years. I'd especially point a finger at
GNOME.
But if they're servers with no GUI, then no, this is bad.
