Given your experience this may be telling you to suck eggs but just in
case:
1; IMHO if the mobo won't even try to boot an attached, formatted drive
with a proven working operating system on it, then the mobo is broken
and should be returned. Ditto if the PROM cannot be reliably accessed.
2: You could try putting things in different slots (or even just
resetting them in their current slots if you haven't already
3: Could this be some kind of Windows/TPM crap?
4: Do you have a working Windows bootable disk to try with?
5: Is the RAM definitely compatible with the MOBO?
6: Is the power supply definitely big enough?
