Install from a *server* image, and then install the xfce Desktop.  I don't 
think it really matters what version.  Note: newer versions don't include 
32-bit installers, so you will have to install an older version (I believe 
16.04 was the last version with a 32-bit installer image).

You *might* do better to just install Debian 10 and then the xfce Desktop.  
This might be a more lightweight combo.

If the laptops have easy enough to swap out hard drives and if they are SATA, 
you can get reasonably fast SSD SATA drives cheaply off e-Bay.  That might be 
a *cheap* way to up the performance some (and extend the life of the laptops).
