Can I no longer install python packages using pip3?

There is another way, just delete the file: "/usr/lib/python3.x/EXTERNALLY-MANAGED".   This makes things work like they did in Ubuntu 22.10 and before.

upstream
PEP request:

Yes, OK, it's a new Python policy rather than Ubuntu's.  I was just
feeling a bit frustrated! :-)




i agree it is awful and the possible workarounds are not really
workarounds either (which is why i put them into quotes in the original
response :) ) ... but i guess this is the future of python (i heard
most other distros will follow it too...)
