Hi,
it might be helpful and completely misleading at the same time.

Yesno!

By default apt might behave confusing, due to
https://ubuntu.com/server/docs/about-apt-upgrade-and-phased-updates and
due to https://ubuntu.com/pro . Ubuntu is based on apt and
https://en.wikipedia.org/wiki/Snap_(software) IOW it does use a
combination of a classic package management based upon shared libraries,
but you can not simply use it by command line as apt on Debian, unless
you found a ways out of the phased update and Ubuntu pro related issues,
let alone the mix with the containerized snaps.
In a nutshell, nowadays you cannot compare Ubuntu with other major Linux
distributions. A while back Ubuntu became quite freakish and more or
less uninteresting for Linux enthusiasts. With the impending emigration
of more and more power users, the documentation will also become thinner
and thinner.
I wonder if https://manpages.ubuntu.com/ contains all Ubuntu related man
pages, including those of phased, pro security and snap mixes. However,
in addition to the man pages there still is the Ubuntu Wiki. But for
Ubuntu I foresee a step away from a Wiki or other clear documentation,
but in the direction of notifications when running a session, telling
the user what to do by incomprehensible notifications. Ubuntu isn't
aimed for customizations anymore, hence a clear documentation doesn't
make sense at all. It's more like Windows. You run it like Windows for
some purposes, but for most domains you are better using another major
distro.
