When I reboot I get a fresh login screen for several seconds? before the reboot starts

I did look at both syslog and the systemd journal, there's nothing
obvious that it's waiting for.  Here's syslog for the start of the

The output from journalctl looks just about identical.  The boot.log shows
the system booting from 10:25:36.
