Looking at those would tell you what it isn't, which might be of use.

You can go here and type a summary of the issue into the text area
and click the "Next" button to see a list of pages that might match
your summary:

Then, you can either comment on any that match or, if none of them
do, click the "No, I need to report a new bug" button at the bottom of
that list.

No idea, but if the Launchpad interface asks questions you don't know
the answers to, choose your best guess from the provided options and
if they're wrong, someone at the other end will fix them. At least
that's what they say to me when I go into the ubuntu-bugs channel in
IRC.
