When I reboot I get a fresh login screen for several seconds? before the reboot starts

OP here.  Just to clarify things, as I said I have two systems running
xubuntu 24.04 with a GUI.

On the system where things work as they should (or at least how I
expect them to work) when I do 'sudo reboot' or I click Restart on one
of the menus, the GUI disappears instantly and I see a few seconds of
the xubuntu spinner, then the screen clears and the reboot commences.

On the system where it doesn't work as I expect when I restart it the
GUI closes down instantly but I then get the (Lightdm I think) GUI
login screen again and I can actually log in.  Then, several seconds
later the system goes down for reboot.
