noexec mount option for /tmp (was: Re: error installing magit?)

I could track this dow to the cause now: problem is that I have /tmp mounted
with noexec mount option.

Unfortunately, I can not find elpa-git-commit package on lauchpad to file a
bug against it.

What to do to get this bug fixed?
