25.04: Upgrade temporarily offered, but not anymore

I've been unable to upgrade 22.04 Kubuntu to 24.04 even with TONS of
help and suggestions and dozens of tries. Every try ends with:

Calculating the changes
Could not calculate the upgrade
An unresolvable problem occurred while calculating the upgrade.

Is it possible that the above problem is the problem or part of the
problem? I realize it is a different upgrade.
