25.04: Upgrade temporarily offered, but not anymore

The bugs are caused by significant changes in apt [1] that the update-
manager was simply not properly/completely handling with all its quirks
it has to handle the gazillion of install variations Ubuntu can have.

These apt changes only landed in 25.04, so nothing before is impacted
by them ...
