25.04: Upgrade temporarily offered, but not anymore

I actually do want to upgrade 22.04 Kubuntu to 24.04, even though this
discussion was for other upgrades.

I was just wondering if THAT bug may be causing my 22.04 Kubuntu to
24.04 upgrade problem. Was just a thought/question.
I am considering a new Kubuntu install, which I'm assuming would work
OK, but might lose some useful system-level data. Then add data from
backups. Not my preferred way to go.
