Query about ffmpeg 8

Hello.

I have just read on The Register, Liam's report about ffmpeg 8, and, its 
auto-subtitling functionality for videos.

As a hearing impaired person, this is important to me, and yt-dlp now 
returns an error from youtube, that apparently now, persistently blocks 
downloading of subtitle files;
"ERROR: Unable to download video subtitles for 'ar': HTTP Error 429: Too 
Many Requests"

I am currently running Linux Mint 21.3, which uses the Ubuntu 22.04 
repositories, and, synaptic shows that the version of ffmpeg that I am 
running, is 7:4.4.2-0ubuntu0.22.04.1 , as the latest available version 
for Ubuntu 22.04.

I am wondering whether and when ffmpeg 8 might find its way into the 
applicable Ubuntu 22.04 repository.

I assume that externally created packages that find their way into the 
Ubuntu repositories, are due to the applicable Ubuntu package 
maintainer, packaging them for Ubuntu?
