I also had to disable the "Enhanced Tiling" setting in Settings->Ubuntu
Desktop. There's some kind of interplay between the Ubuntu Tiling
Assistant gnome extension and gnome's window manager/display server,
mutter.
Once you turn both settings off in the Settings app, run the following
in a terminal:
$ gsettings set org.gnome.mutter edge-tiling false
