How do I set the time of day for logwatch?

Put a crontab "like" file for logwatch in /etc/cron.d.

I say "like" as it has an extra field for which user the
job should run as.  Ex. logcheck does not like to be run
as "root" so the crontab for logcheck in /etc/cron.d
specifies user "logcheck".
