According to Canonical's server status page
https://status.canonical.com, there were outages late last night (CDT) 
and early this morning affecting archive.ubuntu.com and 
security.ubuntu.com. If your friend tried to connect to the servers at 
those times while their connectivity status was in flux it may have 
caused the issue.

Also, any mirrors that are supposed to be sync'ed during that period 
would also be affected.
