Yep. It's an incident that was fixed, but is still being resolved.
Apparently, when this happens, the queue for the files gets
backlogged and, in this case, is massive. It's expected to be
resolved some time today (they estimated about 24 hours).

I was also affected by it when I tried to grab a linux-firmware
update yesterday morning and got 19% of it in 4½ hours (yes, really)
before it aborted, telling me there was an issue installing this
update and that I should please try again later.

All throughout, the "Canonical and Ubuntu Status" page was
maddeningly unhelpful , because although it logged some brief
incidents in the past, the live status checks all showed as healthy
(i.e.: all is well), which was definitely not the case:

I just tried my update first thing again today and the problem still
