It is just a website ... and was picked by the various community teams
as the central communication hub quite a while ago (not my choice), so
it is kind of the authoritative source of information nowadays and
typically the place where annoncement go ...

Most other mailing lists of development teams have been shut down and
actually been migrated to it too ... big parts of the wiki are also
being migrated to it (at lest the ones that do not fit the new Ubuntu
space on readthedocs) in the course of sunsetting the old wiki ...

(don't shoot the messenger :), these were decisions taken by the
various community teams, flavour teams, LoCo teams, development teams
and in a final decision by the community council)
