It is Discourse, not Discord.  They are very different.
At the moment the Discourse site is running extremely slowly.  It took
most of a minute to reach the linked post.

Most Discourse sites can be set up as mailing lists, though I have not
tried it with the Ubuntu site. You should be able to set it up to send
you emails just for particular categories if you wanted.
