[ubuntu-za] LoCoTeam - Maties

Thinking about it again it seems to make sense to me if Maties is a
regional team rather than a Loco all on it's own. Just my preference.
If it were a Loco on it's own I would want to be a member of both and
this might mean that the bit of time that I have to help opensource
would be split between the ubuntu-za and the maties Loco. It seems to
me too that the same benefits as being a Loco can be had even if
Maties is a regional team under ubuntu-za. Would we be worse off
campaining for support from the university if we were the regional
team of ubuntu-za? I am not part of the University anymore so I don't
know the current politics.
