Well, there are Ubuntu variations that do come with everything you need out of the box (codecs and flash). Namely Mint and Crunchbang. Mint tends to keep up with the Ubuntu versions and everything works out of the box. Many other distros like PCLinuxOS, Mandrivia, etc tend to come with them, I think many larger distros are the exception and not the rule.
