sounds like you need a website? :)

Status.net sounds like what you need, from there you could write
something that pulls the private feed to your clients.

What about Google API stuff, I'm sure there would be something you
could use with their web services/google talk.

Some questions :
a) should is "popup" with a message?
b) would users be able to reply to messages?
c) would users be able to send their own messages to you?

Why not a status.net or a private twitter account, from which you can
"pull" the feed to your clients? (like status.net suggestion)

Have a look at Jabber as well?

For me, a proper website with up to date info is much more useful than
a app thats keeps on popping up.
